Reformasi Birokrasi Pengadilan Agama di Indonesia: Apakah hanya Sekedar Formalitas ?

One of the stressings President Jokowi's government is governance to accelerate achievement bureaucratic reform goals contained in 2020-2024 roadmap, especially related clean and accountable bureaucracy, excellent public services, it necessary build an Integrity Zone (ZI) Religious Courts (PA). The purpose this study analyze Implementation Bureaucratic Reform Policy West Sumatra Court with research locations PA Padang, Pariaman, Payakumbuh, Batusangkar, Talu. Qualitative descriptive methods. Data were collected through documentation studies interviews. Then data analyzed stages collection, condensation, display, finally conclusion. Based on results analysis research, shows that implementation ZI religious courts has not been well internalized due several factors, namely (1) leverage component consists two, aspects fulfillment reform. five locus Talu still focus fulfilling documents only. So aspect does occur significant changes dynamic organizational structure so do human resources are lacking Ber-AKHLAK (service, accountable, competent, harmonious, loyal, adaptive, collaborative); (2) impact customer satisfaction by looking at surveys corruption perception index very good.
